The LI treadmill is bad enough, but honestly, not being able to even GET four legacies, unless you are a burg or guard?

3rd age LIs are borked. Fix them, or at least, acknowledge the issue. The ridiculous LI grind for weapons we will have to trash (Steefel: "they will grow with you" HA!) is made worse by the fact we cannot even get 4 legacies anymore.

I do not wish to continue searching for captain LIs with four legacies if it's not even POSSIBLE.

Sorry about the rant. But I'm not happy.
