Trying to get the name 'Philibert' on Brandywine.

So I'm trying to get the name 'Philibert' on Brandywine, and I am unable because someone else has the name. No big deal right? I can message the person and ask if I could pay them money/gold to change their name if I really wanted to that much, all is well in the world. Unfortunately that's not how this has played out. The person who has Philibert on Brandywine has since stopped paying for their account on LoTRo. Until next week? Dunno. Forever? Possibly.

What I think is very silly is that somebody can get an account, make a character, stop paying, and then have that name in their account--unmovable--forever.

I want this name and I was wondering if it could be possible for turbine to give me the name, and then set the other person's name to nothing, so when/if they ever log on again, they will have to rename the character--even if I would have to pay another 10 dollars.

Obviously I think it's unfair if someone is unable to pay a month so the second their account is unactive everyone can swarm in and steal their names, so maybe have it like a one month (just a random number, obviously it might/should be longer) duration that you must be inactive for your names to be up for grabs?

I'm the highest level Philibert on LoTRo and I think it's extremely silly that I'm unable to switch my character from Landroval to Brandywine and keep my name.
